System Restore

I know how to do a system by going to 1. Start 2. All Programs 3. Accessories 4. System Tools 5. System Restore.
The problem is before when I pressed all programs, all of my programs would appear, as they should. It no longer does. I get a small list 5 only. If I use the steps above it stops at System Tools for Internet Explorer and no system restore. I have either deleted the all programs page or blocked in some way. I don't know how to get it back so I can do a system restore. Do you have any suggestions as to what I may have done and how get it back? I am using Windows XP Home 2002
I am only a very basic user.

I've had this happen before with Windows XP, when I had it happen, it was because I had to use the restore feature a couple of times because the user didn't know exactly when the problem started. What you can try and do if you haven't already is pick a much earlier restore time, before you do, make a restore point, if it's worse, then go back. What I did in the case I mentioned was to go back to a restore point I knew was good, then I just reinstalled anything missing since from a time perspective I felt it was the easiest way to get the PC back up and running.
