I start my pc there is a power but the monitor is blinking only.

This is a very vague description. Start here if your computer will not boot up. If you still don't know what to do after that, provide more information. What kind of computer do you have? Is it new? What happened just before this? At this point, it could be anything. Narrow it down then comment on this post if the link above doesn't help you solve the problem.
